XML flash menu, you can change the buttons text and menu colors, buttons just by editing an external file. The external file can be edited with notepad for example. This file was posted at adriantnt.com a while ago, now it was updated to support unlimited number of buttons and other updates.

This appears to be a flash file, you cannot see a preview because flash player is no longer supoorted in browsers, but you can still download the file to study it's source code.
You can open/play the swf file with Flash Player exe
